They should at least prioritize this in the bigger apartments. I have a fast internet connection so my speed should not be a bottleneck when streaming. I just now watched Cam 11 in B2 and you can barely distinguish fingers from each other on a hand 2 meter / 6 feet away from the camera. For example, take a look at Camera 1 in B1, it's focused on the shelf on the very left side of the screen, everything else is a blur. Camera 14 in Heidis bedroom seems like something from the 90s, the color is all yellowy and the resolution is much lower then the rest.
