I also had image problems and tried several things
1-I opened the browser and search for a page to do a speed test of my internet and see that everything was ok
2-change browser, now use chrome but try IE and Firefox
3-I saw that the memory of my computer was well and was not full, if you have the virtual memory of the full computer you will have cuts in the image of a video or in RLC live, for this open TASK MANAGER and look at the memory pc
4-update the adobe flash player, you can still try other things

There are probably enough people willing to help you, but you're not giving much clues for us to go on. My crystal ball is out for repairs at the moment.

Marga, I did not realize you were such a tech expert!

In fact I also had that problem too, for me the problem was the flash player and a bad connection to the network

And also try changing the internet browser ..
Chrome or mozilla, IE .. See if any of these is better and cut less the image

Test for example in your internet browser only open the RLC page  not more pages .. and see if it is still happening the problem ..
Also look at your computer memory and see if you have it to the maximum .. or maybe your internet connection ..
Can be many things
 

what camera? Happens to you in alls apartments cameras?
I do not perceive that, maybe you have many things open in the browser and the memory of your computer makes you have camera jumps
