Having grown up in times where the Internet wasn't an option I must say that a shitting dog in Krasnoyarsk is at least marginally interesting... 

There are 2 ways to get almost full screen without paying for premium.
 
First way is press 2 on the keyboard for full and 1 on keyboard for regular screen
 
Second way is on top of screen are icons-press icon for single wide mode for full screen press single mode for regular screen

Sometimes it's not that easy to understand what's being said in the apartments due to the background noise, this is my experience. I speak the language spoken in one apartment but the few times I cared listen, the tenants bored me to the point that I preferred to lower the volume. I once translated a bitching among tenants on the chat but the audience didn't seem so interested. And yes, it's almost always better to guess what's going on and have you own mental movie.

Possibly some apartments aren't in the belonging of RLC and cams are just set up at tenants place and they are/were rewarded in good old money?
