Here AFAIK nothing required. I guess in theory if the culprit is caught red handed or can be identified they could be taken to court but first the costs and second do they have any means to pay.

I live in Canada.  It's not required here either I just have it as I live in a City and Scooters are sometimes stolen, have accidents such as taking glass out of doors or being hit by a vehicle.
