Totally agree with you 100%. Don't blame you for giving the voyeur sites a break. Same shit different day doesn't cut it. "Variety" and "tease" are the keys to a voyeur's wallet or cock - lol. I think its pretty simple.  Most if not all of these sites have some astigmatism to them.  No matter what people think, society still has some level of morality left and you'd be hard pressed to find many areas in any country where you can just setup a scheme like this and expect tenants around these loafers to live through the 24X7 partying or nuisance.  Then their is the legitimacy issue.  Running a porn site where you have "known" professionals, who pay their taxes "or not" but live relatively normal lives is different than having a porn site of live "non-professionals" who could be independent contracting this stuff on their own OR worse coerced into the trade.  That's just it, WE Don't Know how this is established.  BUT!!!  seeing that the majority of the men and women are from countries, lets say, that have odd business practices from the legit ones to the corrupted, anything is possible and Western culture politics must be careful in how this evolves.  The fact that I can find a number of porn sites with some form of a stock ticker or major backing of corporations on the net in the Western world and none of these guys have any public presence other than owning a domain, speaks volumes.  Don't judge me, because I'm not judging either, just saying - this world we watch of foreign porn is far below the subways that run through the streets in the cities they are in and who knows the reality of the people behind the scene.

I don't think it would matter much on VHTV.  Henry has taken on guys at numerous intervals and there hasn't really been anything nasty said about it.

They are fucked and complete morons. Obviously they seem to only read the chats - BIG mistake. No point trying to make any sense out of RLC or even VHTV. Best thing is to accept whatever shit is offered or stick with porn. If you are looking for "voyeur type activities" then I suggest DON'T be a paid subscriber because these sites don't offer much of it. If you want to see sex then perhaps visit an old age home because the old timers there probably get more sex than these fake RLC sex addicts. What a joke. Customer service, I believe is one of the most important aspects of running a business. VHTV has responded pretty quickly every time I've contacted them, so in that they get high marks from me. RLC's payment company, Segpay made three false charges, billing me with fake charges from a fake website and I'm not the only one, there is a whole thread on here with a bunch of others who had the same thing happen to them. I would not trust them in any way. So I would dump Segpay straight away. I imagine that could also be a part in why people are not subscribing. 
I peak in on RLC every day or I did anyway and I know what your talking about, load times were bad and buffering made it hard to watch, it's better now, probably because no ones watching anymore. So improving there servers would be important.
I would also focus on recruiting people that like being watched, not ones that are just looking for a free ride. Also I would look for participants in other parts of the world, USA, Asia, Europe, Australia you get the picture. At least some English speakers would be nice. I would also recruit more female only apartments, I would think most viewers are men, not all and I'm sure there are guys who are up for anything, so a good mix, something for everyone. Having all the time zones covered so its not feast or famine also.
RLC gets high points from me on the layout of their web site, kudos to their web master for that.
If I had the money I would consider starting a new site myself. Perhaps someone watching may take a stab at it, we can only hope.
Also would look for people of different ages, to many irresponsible young people makes me anxious. lol
