It almost appears so as most do seem like long-term apartment dwellers no matter how brutal and boring they have become. Even bad tenants return (ie Kitty and Smitty) so maybe RLC can't find new/better tenants. Perhaps RLC has no choice but to hang on to the "waste of skin and good air" tenants. RLC seems to lack any new ideas on improving their product and continue to push the same old same old. Even, over time, you see the new chatters finally get disheartened and say the exact same thing as us old-time viewers (paid subscribers or freebies). I guess RLC just waits for new subscribers to replace those that finally get fed up and either don't renew or cancel.

The problem with Twins is separation. And with identical twins the problem is worst. I suspect that in the not too distant future RLC will provide a gay male(s) or bisexual male(s) apartment. Over the past year I have seen many changes or events happening within apartments that indicate RLC is trying or allowing different things.
